Le mode de soumission en une seule étape s'applique au présent Appel d'Offres. La date limite de réception des offres technique et financière est fixée à Quarante Cinq (45) jours à compter de la date de parution du présent avis d’appel d’offres dans le BAOSEM. Si ce jour coïncide avec un jour férié ou un jour de repos légal, la date limite de dépôt des offres est prorogée au jour ouvrable suivant. Toute offre reçue par le « BOG » de l’ENSP, après 17H.00 heures le jour de la date limite de dépôt des offres sera considérée comme nulle et non avenue. Les soumissionnaires doivent déposer les plis contenant les offres techniques sans référence aux prix, accompagnées des documents exigés dans le dossier d’appel d’offres ainsi que les offres financières, au niveau du bureau d’ordre général (BOG) sis à l’adresse indiquée ci-dessous. Les Offres doivent être assorties d'une garantie d'offre dont le montant est fixé comme suit : 1 100 000,00 DZA, pour les soumissionnaires nationaux La caution de soumission fait partie intégrante de l’offre technique. La durée de validité des offres, est de cent vingt (120) jours, assortie d'un délai supplémentaire de 30 jours calendaires. Seul le cachet de réception du bureau d’ordre général apposé sur le pli fera foi.
